This commemorative cover was designed by Helen Hart Momsen, granddaughter of Admiral Charles Bowers Momsen to commemorate the day the USS Momsen was named, or announced, September 19, 2000. The stamps were cancelled in Groton, Connecticut, the submarine capital where the announcment ceremony was held.

The cachet is a seal designed by Helen Hart Momsen showing a picture of Admiral Momsen and behind him the first divier to descend to the sunken USS Squalus, Martin Sabitzki.

It says Vice Admiral Charles "Swede" Momsen 1896-1967 A True American Hero.

This cover has 200 iterations but they are not all identical since some of the signators passed away or were ill and could not sign during the design process.

This cover has the signatures of Captain Charles Bowers Momsen, son of the Admiral, Peter Maas, author of the book The Terrible Hours, Dan Persico and Allen "Carl" Bryson, two of the survivors of the USS Squalus. It is signed and numbered by the designer, Helen Hart Momsen, granddaughter of the Admiral and daughter of the Captain. There are 95 out the the 200 that have this combination of signatures.

It was because of his work on the rescue of the Squalus survivors that Richard Danzig, Secretary of the Navy, chose to have an Arleigh Burke class destroyer named after Momsen (DDG-92).
